SANDERSON – The sale of $1.6 million in bonds designed to reduce the amount of money Terrell County schools have to “share” with other districts was “very good for the district but very bad for the US economy,” School Board President Ada Lee Robbins said Monday.

While a low interest rate will help the district repay the bonds over five years, it is generally not a good indicator for the US economy, still suffering from the current recession.

The bonds, approved by the voters in November, offered an interest rate of 2.45 percent.

Robbins said when the current issue was being planned, it was modeled on an interest rate of 4.5 percent.

The bonds will allow the district to use the proceeds for any “capital” expenditure from the debt service account, which is not subject to “recapture” under the state’s “Robin Hood” finance scheme.

The district has had to send out about 75 percent of its tax revenues to the state in recent years to be shared with other districts.

This year’s rate will be determined after school starts when the number of students and the assessed values are known. The formula is based on tax values and the number of students in school.
