SANDERSON – The Terrell County School Board Monday approved a $10.7 million budget for the 2009-10 school year and “proposed” a tax rate of $1.2185 per $100 assessed valuation to support it.

A public hearing on the tax rate was scheduled for 6:45 p.m. Monday, Sept. 21, before the next regular School Board meeting.

School Board President Ada Lee Robbins said the new budget is down “right at $1 million” from the current year’s budget.

Declining values of oil and gas properties in the county reduced the tax base this year. 

The tax rate includes the state-mandated maximum of $1.04 for “maintenance and operations” – essentially all costs except debt service – and 17.85 cents for debt service.

The total tax rate for the year just ending was $1.157.

Business Manager Blain Chriesman said the debt service should “stay level no matter what happens with a November bond issue.”

The board has discussed asking voter approval of a $1.6 million bond issue on the November 3 ballot as a measure to reduce “recapture,” the amount the district has to send to other school districts under the state’s so-called “Robin Hood” finance scheme.

The current recapture level for Terrell County ISD is 86.58 percent, though Chriesman said he expects a somewhat lower rate this year.

Jerry, who asked that his surname not be used, strums an instrument of his own making for bass notes and a ukulele for upbeat notes. Moreland plays fiddle and acoustic guitar and sings.

NYLON OVERCAST – Weather permitting, the skies over Alpine should fill with hot-air balloons this weekend during the 14th Annual Big Bend Hot Air Balloon Festival. A half-hour west at Marfa, the annual Marfa Lights Festival celebrates the mysterious lights seen frequently south of town.

Cortinas serving in the Navy

GREAT LAKES, IL – Michael Thomas Cortinas, grandson of Maggie Esqueda and the late Armando Esqueda, Sr., is stationed with the US Navy here where he is training as an electronic technician.

Cortinas, 19, graduated from boot camp in May after enlisting in March.

He is a 2008 graduate of Sherman High School and the son of Leticia and David Cortinas. Leticia is a former Sanderson resident.

‘SAT’ DROP – A US Forest Service Single Engine Tanker, or SAT, dropped retardant on a grass fire south of Ozona this week. Local and area firefighters, as well as the Forest Service, responded to the fire, which was contained Tuesday morning after burning some 2,445 acres on three ranches.

BAND CAMPER – Andrew Woosley was the only Sanderson High School representative at the Angelo State University’s annual band camp this summer. “From being a part of the concert to the drum line, he performed wonderfully,” his mom Kristine said. “He was the only one there playing the Quantoms [a set of five small drums] for the drum-line and was exceptional. We are very proud of him.”

BEAKER’S BEAK – Sanderson second grader Brooklin Zuniga petted the beak of Beaker last week as the school sent their Eagles football team off to battle with Grady. Beaker, with Brittney Pacheco inside this year, is particularly popular with the younger students.

I’M FLOORED – The floors of the new high school classrooms being added to the south of the Sanderson Junior High School Building will have a high-gloss finish when done. The original concrete floor did not meet specifications so a new finish was provided at no additional cost to the school.

TANKEDCounty Road and Bridge Field Foreman Ruben Rosas was dwarfed by new water tanks delivered this week. Terrell County bought six 5,000-gallon water tanks to be distributed around the county, primarily for fire-fighting purposes.  The first four of the six heavy plastic tanks arrived this week from Fairfield, provided by Sims Plastics of Odessa. County crews adapted the tanks so fire trucks can access the water.
